The way that I use seems to work REALLY well with some of my friends, as I have showed them this game and already--some of them can pass FMOs without excessively high (100+) boo counts!
But the way I see it is: play a song that you find to be challenging for you, and master it. When that becomes too easy--go to a harder song and master it. ETC.
Just keep going along this process and you'll get better really fast.
Once you're able to comfortably pass all of the songs, go back to the easier songs and get better accuracy. Work your way up that way as you did with the song passing. This should be a pretty fast and effective way to learn--as it is how I did.
