But they always rejected my files with 12th jacks, despite how well the fit.. 140 bpm is slower than the files I've had 12th jacks in though. Maybe you can get away with it.
140 bpm 12th jack = 210 bpm 8th jack (unless my math at 3:30 AM is incorrect) which would be at about Strangeprogram speed, so you might be able to do it.

I'm planning to step {Flying Away}. Does anyone know what the BPMs are for the song? I can't seem to figure it out. The beginning is really only the problem. I think there are two or three speed changes that gradually go into the main portion of the song.

The main BPM is 187.00. I skipped stepping the speedup so I dunno what the BPMs are through there.

Doesn't matter, if it's good enough with few jumps, of course it has chance.
