I apparently have some control over this muscle as well, though not as well as you describe. I can produce the rumbling sound without flexing my jaw, but I can only hold it for about 10 seconds before it becomes too much effort. I would imagine, if it is a true muscle, its stamina and strength could be improved with repetition and "training", such as with your scuba diving. I dont have an outlet in which to regularly practice it, but whenever I'm flying I've always been able to pop my ears at will. I dont know if its the same muscle, but it could be.
Also, I never thought to mention it to people because I thought it was just something everyone could do too XD
