So you're trying to put a download page on your website, then. Do you know how to build webpages? Usually you don't hand-code pages from scratch. You'll need a basic web design program to build yourself some pages. Find one of those, go to a free template website and grab a design for your website, and then you'll be ready to start creating your page.
Once you have that, you'll need to make a webpage called index.html and put it in the root folder of your FTP. Then build a few more pages, put them in that same folder, and link to them from your homepage. When you're done with that, create a subfolder in your FTP called /stepfiles or something like that, and upload all of your stepfiles into that folder. Once that's done, you can link to those files in your "downloads" page.
That's probably too complicated, but let me know if that helps. It would be useful to know what tools you have and what you know about web development. Do you have a .com address? If not, what are you working with?
