Maybe D3. I pulled 26g on Higan tour yesterday and I'm D4 :/

But you're high D4 (almost borderline D5 with some of your scores). I actually see a good percentage of D4 with much more goods than Cammy's, and it seems like most D3 players have trouble breaking even a 100 goods (some have over 200 even).

No matter how many time I play that, I won't be able to improve it by much without mashing on a super excess of boos because I can barely hit it, let alone read it.

Does this put me back in D2? Or put you in D4?

Fairy dust won't help, but my tournament will
The only way to get speed is to play speed files, don't be discouraged.
Just keep trying to hit the notes and resist the urge to mash and you improve- find a song that's a little out of your range that you enjoy and just have fun!
