If you're comparing playing the same song on FFR to SM, SM is easier. The scoring system on SM is harder in my opinion (accuracy > combo).
However, SM has songs that wouldn't function on FFR, so in the end SM is going to be harder until there is a fix for the jack glitch syndrome.

Stepmania is both easier and more difficult than FFR.
Easier due to Cmods and everything else. The same song on FFR and Stepmania can be easier on SM as you can set the speed you want exactly and due to it being offline it should be more on-sync and generally easier to score on. That and there are no boos.
Harder due to the variety of songs. You can get songs on Stepmania that wouldn't even function on FFR or would be impossible to play. Thus, if you want it to be, then Stepmania can be harder.

You didn't exactly say this but you mentioned speed mods. Well, there coming out and subscribers have them so I would say this doesn't count. Last, (I'm sure almost ALL of you know this now) you can kepmap on FFR. It's a stickie, so go read it. So yeah, mods and stuff don't really count.

On stepmania you can have any Cmod you want. Want C581, you can have it. Want C999, you can have it. Want x1.26452353, you can have it.
FFR is limited to which speed mods you can have.
Also, I never mentioned key mapping because you can now do it on both anyway.
SM is way easier. How come I can AAA MacGravel's Uber Rave in SM on C500 yet I can't even get close to that on aperson's Uber Rave on 1.75x speed in FFR? I could go on and on with examples.
My PA in SM is ten times better, jacks are obviously easier, and in FFR I tend to miss for no reason whatsoever. I mean, seriously, I miss for no reason whatsoever where I should not. It's not that I just suck.
i think it's easier to read SM, i play on x2 arrow speed so they're more spread out, and i think that's why in ffr you sometimes just miss even though you're looking right at the arrow... this is just something i've noticed and it might just be me, idk...
I'd have to say StepMania is easier for me because of the timing, you can make the screen bigger, the notes go faster (c500), and theres just something else about it that I can't place my finger on.
