write some reviews to prove that you can look at a file objectively and distance yourself from personal bias

what is personal bias in relation to a file? whether it's your music type or whether you like the person who stepped the file? or whether you like burst more than stream etc?

personal bias would be, "i hate this person so i'll give them a bad rating", or "i wanna suck up to this person so i'll give them 11/10s".

Not sure if I'm understanding your second point, but...
Personally, we can say something like, "This part of the song is charted wrong." However, we can't just dismiss a simfile with a bad rating because the stepartist did not chart this part of the song the way you expected it to be charted. It's more on looking at the stepartist's intentions on why they charted this part of the song the way they did. Simfile judges follow certain rules for simfiling. It's a basis on what we can look at what is considered objective at a community standpoint such as pitch relevancy, layering choices, accenting, flow of patterns, etc.
Since there seems to be a shortage of judges why not ask some people who have made several good files to judge and see if they can do a good job instead of waiting for people to say they can judge?
It just seems like there would be a full team much faster that way.

yeah, I understand i'ts kinda hard to judge though, cuz you have no idea what unique idea a stepcharter has with a certain part of the song. let's say there is a part where there is no significant sound to put steps to, but the sound of the keyboard can make a fun little rhythm while there is no sound. ofcourse it's not in sync, but it goes with the flow of the music.
the current state of charting for FFR is to prefer technically accurate charts to ones that have what you are referring to as "ghost" notes (steps). my perception is that players would would rather choose to play a song that makes them feel like they are following the music rather than playing something that is seemingly random.

entirely dependent on context. if it's really energetic music, it might. if it's more technical in nature, it won't. either way, i still dislike ghost notes and would rather see a carefully crafted chart than a 16th stream through the entire file that looks like somebody just threw a bunch of arrows at their monitor to see where they stick.

this isn't entirely true. a good judge can analyze a specific section in reference to other parts of the stepchart and devise a rational explanation as to why something was charted the way it is.
