Definitely cut it off. It makes it look unhealthy. Also, refrain from consistently dying your hair. If you don't get it professionally done or space it out enough, your hair will get really damaged and dead. (See: Britney Spears) Use a decent shampoo and conditioner. Replace your daily conditioner with a deep conditioner (you can find this in the drug store) once a week.

Go to a decent salon, have them do a color correction, and fix it up. If you're worried about length, ask them to give you layers in your hair because they make your hair look longer.

Definitely get rid of, at least, the tips. That two-toned thing sounds really unattractive.

It's unfortunate that you dyed your light hair black, because correcting that can be really devastating to your hair, but if you want to keep the black, just make sure you don't let your roots grow out to a noticeable length -- it's hideous.

As for the cut, go to Wal-Mart, head to the magazine section, and grab one of the many hairstyles magazines. Find three or four similar styles that you think might complement your facial structure, and take the magazine to a GOOD salon.

i strongly suggest getting it cut into a mohawk and then dying it bright pink. or go for the dennis rodman look, that's always sexy.

marieclaire.com has a free virtual hair salon. You can upload a picture of yourself and try on different hair styles/colors, and it's actually a pretty decent program, so it doesn't look like you tried to glue two pictures together. You can change the shape of the hair (say it's too small for your face) and move it up, down, left, right, until it's oriented around your face. When you find a style you like, you can take it to a salon. I actually just recently used it to get my hair cut.
