No, no, it's because they never learned it.
Most of my European friends say that English is the easiest language they ever learned. While I agree that it's a veritable bog of rules and exceptions and is ultimately one of the hardest languages to learn in the entire world, that's no excuse for having bad grammar.
EDIT: Also, I'm surprised nobody has yet pointed out the irony in the poll.

I was all happy because as I scrolled down further and further no one had yet point it out, but you ruined it. English isn't a bad language. People aren't educated in it. I don't understand why English classes take time to analyze stories and not time to properly teach the damn thing.
