The rig itself cost a bit over $2000, but only because I didn't have a monitor. For a graphics card like the one I've got, you absolutely need a big monitor to justify it -- otherwise you're really bottlenecking its potential.
Not sure about the electricity, but I can tell you that it uses an 850W power supply.
His is not the average computer. My PS3 can trip one of my circuit breakers.

I need a slimline. It runs around 175-200W under load, from what I hear. It'd also not make my room hot.
