It means that the offset's incorrect and 16ths were used in place of 4ths in effort to compensate.

I know its short, but if I send a song thats 1:19 min long, would you guys look at it or would you guys reject it purely for being to short? They are from Beatmania and they haven't really been stepped in terms of anything acceptable yet.
