I agree with Macgravel. I couldn't care less if it's technical, I just want it to be fun. Not like technical files aren't fun, because a lot of them are (especially when made by some of the more 'experienced' technical simfile makers, like ap or blurk) but it needs to be fun

Semi technical freeform is different from technical in that it doesn't repeat the patterns as much. Freeform used on random techno stuff and 16th riffing isn't bad at all IMO, it makes the file more fun to play, but when you have stuff with OBVIOUS pitch like piano and eurobeat synthlines (and scales whenever they're used) I think it's just gay not to take a technical approach.
For example, Vertex Beta would be kinda weird with a technical approach (or rather, I don't think that'd be possible, haha), but Jurs OP would be boring with freeform.

The first post in this topic further proves that so much of a simfile depends on song choice. If a song is more technical, you have more room for creativity, while still making the simfile fun. If you step a song with generic patterns or if you step same-pitch percussion or something, being technical with it would just make it boring (did someone say something about 48484848482828282828 patterns? I'm assuming that wasn't a quick trill). So many people can take a song and step it about as well as possible now that you need to do something original to stand out.
As Macgravel and I think Sertman and maybe someome else has pointed out, though, the bottom line for a simfile is that it needs to be fun. There's no reason to play an "original" file with a lack of fun factor. Stepmania is a ****ing game, dammit. "Stream files", however, are generally not very fun. Files with 16th streams I have no problem with. It's different when these streams go on for way too long. They're usually not fun unless they're broken up and aren't broken up repetitively. A big hinderance to fun, I think, is repetition. If stream files are fun, and you decide whether you like a file or not by how fun it is, then I guess Kilga's Air is just the greatest thing ever, huh?
