from what i remember bynary fission was able to use 192nds in the 3.9 editor (no notepad or anything, unless he was lying idk)

3. hold shift, select downward
4. enter, cut
5. move to the 64th it was on
6. enter, paste

normally I create a freeze note forward a bit ex. m2 to m3 then highlight m1 to m2 and cut, your remaining freeze note should be sliced off and now 192nd. After that apply no hold on it.

I think people are just used to using 3.9 because it's older and more simplistic. 3.95 has more supported features but seems to get complicated for a lot of people to work with for whatever reason. Also, some people argue that 3.95 is highly unstable on their systems which I have to disagree with because 3.9 crashes much more often in comparison to 3.95 which almost never crashes for me.
I step in 3.95 because I've been using it ever since I began stepping files and I just outright don't like 3.9's limitations.
