You did not miss anything, there is not a list of songs yet. Songs will not be made available until after participants are assigned to one, and will be done completely randomized. Once the event begins, people that wish to trade songs that they are assigned to will be allowed for the first week of the event (you get two full weeks to complete your submission).
That being said, when the event begins, there will be a list in the OP & an update post showing everyone's songs, and where you can listen to each song online.

I have absolutely no idea how to properly chart, but I'll definitely be there for the voting period
Stepcon is as good a chance as any to pick it up, considering if I recall the files come presynced which removes a decent entry level of difficulty so you can focus on what actually matters. There's also a really good hub for resources.
If you're new and reading the thread, don't shy away though, give it a shot.

I assure you, from experience, they do not.

Files for the game don't have to be "good" just "technically hard to argue against" to get in. I have a perfect example of that, hell the sync's off by a whole 64th or so rofl
I've never stepped a song before and I have no idea what I'm doing, but I just signed up. Time to finally unzip the copies of DDream and ArrowVortex that I've had sitting in a download folder for two years.

Sync is the easiest part, the hard part is actually knowing what makes a chart good or not (i.e. what patterns are actually fun to play, when you should and shouldn't make a note a jump, etc). I'm not trying to turn into the next WirryWoo and get spammed with thousands of death threats a day over a bad chart

Sync is not the easiest part, especially for a new charter. Sure its nice any easy when you can just click a few buttons in AV and get a sync for a song, but it doesn't always work like that. Hand a new charter something that isn't a single bpm the entire way though and they wont get it right, especially if its not music made with a computer.

I don’t think the current folks left around here would do that. I literally think I am the only one left who’d even leave a nasty comment lol

Ahhhh you get it. That’s why I said it “lets you focus on what matters” which is the composition of the file.

HAH!
Knowledge is subjective in that regard. What's fun for you may not be fun for someone else, and vice versa.
Layering jumps can be as well. Maybe someone wants to accentuate a certain part more whereas someone might ignore a certain instrument in their stepping for something else.
Xel brings up a good point regarding resources, but even so. Sometimes it's just as simple as placing a note or 5. We all start somewhere.
