i'm gonna bring up this point again, people don't want to fill their quota of howevermany files they're allowed to send in this 2 month period, because of the re-submit factor. There's a new system, and at least in my opinion, if caps increase to reflect the new system and how it works, then people will be more inclined to submit files.
