Is there anyway I can change the color of the start menu on windows XP??

You could just download a whole different theme for your XP desktop. Like my bar at the bottom of the screen is a nice shade of black while the start button is orange. Other than downloading themes like that I don't know of any way that you could change the color, sorry.

There could be a registry entry that dictates the background for the start menu. Google that. :OComment
