DDReam Studio is a dedicated stepfile editor, or you can use Stepmania 3.9's editor.

For it to be considered for inclusion in FFR the game (as opposed to you just uploading it to resonance) the song has to be of an artist that we have permission for or is old enough to have fallen into public domain, has to have no holds and mines (and no triple/quad presses if it is VC or lower in difficulty) and has to be submitted to [email protected] . Don't submit anything unless you're certain and others agree that it's good; don't submit the very first thing you make, for instance.
