The good thing is that I am and I need to upload some new items to the database but that can be played directly from the web as I do anybody can help me with that please him thank you very much

Upload it into NFD's link. Make sure to read the message written above the character spaces:

YOU MAY ONLY UPLOAD FILES THAT YOU YOURSELF CREATED. Do not upload files others created, and do not upload any official DDR/ITG steps.

As long as you follow the rules and instructions, you will be able to play it in FFR Resonance through the simfile database.

I think that he's referring to the fact that, lately, every file uploaded to Resonance has had a 'file error' and been unplayable in resonance.

If anyone knows why it's happening they haven't informed the rest of us.

A fallback you can use is to upload it to bemanistyle.com and include the .sm in your upload; bemanistyle will parse it and display the charts as graphics. You should be playing them in stepmania anyway, but bemanistyle's preview is nifty.
