Find the songs that have nicelong streams that are really very on beat (Like CIA Rave v2) and practice your timing on being directly on the beat.
Once you're better at hammering on the beat for a good PA, start in on stuff like TGWP that are full of -not- on beat stuff, and work on getting a feel for that end of things.

play more often... my PA used to be more crappy.. but as I started to improve my speed, my timing just caught up naturally... so that's it...
Just make sure you don't purposely not hit notes off-time... if you try and you practice for a while, your PA will get better-- TRUST ME!
