There's only two ways I can think of right now to improve your reaction time, therefore helping with streaming (constant flow of) 16th notes.
1. Change to a faster Speed Mode
By making the arrows come at you faster, you get used to reacting a lot faster than usual.
2. Cut off the bottom of the screeen.
Basically, make the score and part of the bottom of the game invisible to you during gameplay. By doing this, the arrows are more sudden, and, again, making you react faster.
With practice of either or both methods, your reaction time will improve and you'll notice when you play on 16th notes.
