Is this a bug or something?

I am new to the forums btw, but when i tried to pm, it said it was turned off, so i went to options and turned them on and saved changes, but when i tried again it still said they were turned off. I went back and they were off again. I tried the process many times but the pm system for me continues to stay off. Is this a bug or something?
