Make sure to have a few (and I mean only a few) people test your file before you send it in.

I think you're referring to Stepmania, and that is a downladable game that you can simply type into goole and find a website to download it. Audacity is a downloadable freeware that allows you to record, edit and capture sounds and music and that is easily obtainable in the same way. using these two programs, you can make stepfiles with music to go along with them. You may or may not necessarily be allowed to submit them for general use at Flash Flash Revolution, but you can always make them for any song for private use only. (for the last sentence, refer to copyright laws of some sort)
