Public Groups?

How can i join a public group? There is supposed to be a link at the top or the page, but I have not seen it.

P.S. Why, exactly, do you allow posters to use PHP in their posts?


Edit: Nevermind the group question, i went through my User CP and accidently found where you can join groups.
