1. Take an mp3 and put it in a folder.
2. Make the steps in stepmania, put that in the folder.
2a. Make graphics, this is optional but advised. Put in folder.
3. Zip the folder up.
4. Upload zipped folder.

Or you can take the sim that someone else made, delete their steps and graphics, and make new steps. It's totally legal.
