Okay, I know that mods, admins, and subscribers can change them. Some people also have them changed by an admin/mod. Now my question is, do people who have their steps and/or songs have the ability to change them as well?

Actually, if you get a song accepted into FFR R1, then you would be listed as a contributer, and as such, then assigned into the group.
We are doing a lot with these groups in the coming days. So by all means do some sims if you want to submit it for acceptance into FFR R1. The sims section is something entirely different if thats what you are talking about specifically.
