Two Quick Questions

Okay, here are two questions that I would like answered. Being such simple questions, I shall post them here in the Newbie Forum.

First question,

Exactly how do you do an image tag? Or any tag? Is there a place where I can refer to for HTML tags?

Last question,

How do you know if your PM is working? I notice that the mods notice that many members haven't activated their PM.
