Sorry for double threads, but what does it mean when you get a bullseye thingy when you try to get into the chat?

Most likely:
Your name froze in the chat (disconnection) and you tried to get back in, but the chat thinks you are still in there and you can't get in on that user name for about an hour (varies).
If the chat loading symbol just keeps spinning, it means the chat is too full, or not working at the moment.Nice. -

Ohhh, ok. At first my mic wasnt working so I hit refresh and then the thing kept spinning. So I thought it was my computer. I restarted it and it wouldn't stop spinning. And then I tried like 5 minutes later and it started to spin and I got a bullseye. I thought I got banned.Comment
