MP Level & Rankings

Someone said to me t'other day that there is no specific date for when the rankings are updated. I just want to confirm, is that true?

Also what does the MP Level mean? Is it better to have it higher or lower?

I'm pretty sure it's better to have a higher MP Ranking than lower.

As for when rankings are updated, as far as I know, there is no specific schedule.

well, for rankings, lower is better. but for levels higher is better.
