How do I create a DWI for a song?

How do I take an mp3 or midi (dunno which would be easier, as I am unfamiliar with the process) and make it into a working, functioning song+stepfile? I see a lot of posts about how to upload a complete package, but how do I create something new?

Sorry if this has been posted before, but I couldn't find it. If someone wants to point me in the right direction, I'll gladly take the hint.

I would try looking at Dance Dance Revolution Simulation forums at www.bemanistyle.com. There are some helpful links there. Or I can send you this old tutorial I have (very old).
