I assume you mean the stats sig. Did you try reading the stick thread about this in the general forum? That explains it. As long as you have a rank of 150000 or higher, it should work. If you don't, you'll have to earn more points and wait for the next rank update to see if you placed high enough to get it working.
Essentially retired now, but still ranked on the list of FFR's Top One Handers.
