This deletes all temporary internet files. Temp Internet files are the saves of every peice of information from a site. The html, the images, the flash, etc. When you leave it uncleared pages load fast but you may not get new data. Clearing it ensures fresh data.

But you can also force a page to reload even if it is cached. It may depend on your browser, but you can try holding Shift while clicking the reload button. Since you can force a reload at any time, I don't see why you would need to clear out your entire cache. Doing so may be useful at some times, but if I want to make sure I'm getting the latest version of a page, I just force it to load from the net, not the cache. I can't ever recall havnig problems doing things this way.
