No, here's how it works.
That's the google toolbar's pop-up blocker button. Normally it tells you the number of popups you've blocked....If you click it, it allows popups to be viewed on a site and replaces it with "Site popups allowed."
So if you have the button clicked, it allows popups on the site you're at when you clicked the button. So I, among others (like LD) allow the "You have a PM" popup.
