Programs that people use to make their own steps to songs are StepMania, DDReam, NotePad, etc. More specifically, to make your own steps to a song on StepMania, you go to the StepMania folder on All Programs and select StepMania Tools and Package Explorer and from the window that pops up click create song and from there pick the song you want to step.

To get into more detail on how to step songs on StepMania check the stickies on the StepMania and Simulator Files section on the forum.
