It's not like the computer programmers that are employed by the government are completely retarded. What are they going to do? Steal information from the government while they are sitting in their office? Then they take them to jail.

im pretty sure that they have programs on their PCs that alert them when something gets copied to a private drive or altered, so izzy is right, theyd be stupid for even trying to do it. by the time you copied something important and pulled out the drive, theyd be right behind you with handcuffs and a one way ticket for a labotomy

Anyway, I don't think having hackers in the government is a good idea. Putting hackers into the government is like giving homeless people millions of dollars. They are going to waste it. And then they will be caught. I'm sorry, but I don't want to worry that my StepMania songs, my ecchi folders, and my cat macros will be gone when I wake up the next morning.
