It is possible. You just drag it up there. You can also go to the side.

Freak, you have to unlock your taskbar first...just right click and unselect 'Lock the Taskbar', then drag it up there.

And Bean, although you may have an immensely cool wallpaper (did you Bryce that yourself?), toolbar at the top = bad. Annoying and wierd.
