They aren't. You just get them with the Japanese language pack because they're used in Japan. Stars are part of the written language. Think Lucky★Star. (really らき☆すた and I wish I knew why they broke the rules of their own language for the title of this show as this should be in Katakana (ラキ☆スタ) and not Hiragana)
(By the way: "stars" is plural, "star's" indicates that something is the possession of the star).
The star is actually in the Miscellaneous Symbols section of Unicode:
