The lipsyncing is off, but the voices seem to start as the clips change, which means it isn't a video-audio latency issue. Looks like a redub to me, probably fake, with shopped images to boot.

Of course, that's just for the video. Its content could be real enough.

Uh, what? No he didn't.

EDIT:

George W. Bush called concerns of a North American Union "political scare tactics" and described as "comical" the "difference between reality and what some people are talking on TV about."
