I need a little webpage design/html help (with adobe)

I am trying to work on a new layout for my website, I have it made in photoshop to how I want it to look. However, there is one thing I want to do, but don't know how.

this guys website right here, has his updates and a scroll bar thing in the middle of his layout, now the guy who made it used image ready. I want to know how to do that so I can have like a "frame" in the middle of everything, and have all my new pages open up in that spot. I don't think php or anything overy fancy is used.

    here is his website

He uses tables. Go to an HTML how-to / tutorial site and just find the section on tables. That will be much more in depth than anything I could teach you.

The tables on that site are pretty screwed up, actually. The scroll bars are half hidden and are all glitchy and stuff. I'm sure it would be fine on IE, but Mozilla is the browser you should code for.
