For about $40 a year you can get your own .com address and 5 GBs of space, 250 GBs transfer, and 500 Email Accounts at GoDaddy.com.
Seriously, if you can't devote around $40 a year ($48 a year would work out to $4 a month) for a website, you probably shouldn't even think about devoting all the time it would require to make a website.
Think about it, about $4 a month..

good ideas.1. Buy a domain name. They are ~seven dollars. Not going to break the bank.
2. Bluehost is the best paid hosting service. If you want free hosting, I'd recommend http://freehostia.com/ Still, free hosting is only going to get you so far.
3. Learn PHP.
for $15 a month i can get you
- 50gb of monthly bandwidth
- 500mb of disk-space
- 10 email accounts
- 100mb mySQL database
