I've played FFR on both IE and Firefox, and there was no noticeable difference in performance.
I haven't had a problem with IE, and to be honest I think some of its features are easier to find and set up than in Firefox (for instance, blocking specific websites), but I prefer Firefox because it's more visually pleasing, has a more intuitive button layout, and can have all your websites in an unobtrusive horizontal line above your tabs. Plus its icon is just so much better than IE's. :P
They might dl firefox from IE because some sites can't load on anything other than internet explorer. For FFR I always use IE, but for everything else (forums, profiles etc.) I use firefox

It's more choppy than IE for me.
And the slow down thing is related to how Firefox handles flash, I believe. It starts the song before it's finished downloading it so if the chart gets ahead of what you've dled, you get arrow slowdown.
I've noticed that the GeForce8800GTS 640mb has 0 problems like this, on any internet connection. But I did experience this on my old computer however.
