Well i have 6 cats, and i think the only logical thing to do is keep them. =]
Of course, without food, i don't think they will last very long. If you or you parents dont want to spend money on food/litter, id suggest giving them to a shelter

1) clean them off, clean out their mouths etc. and check if there are any other problems other than dirt in mouth, hunger thirst etc.
2) take them to some description of vet, whether that be at a shelter or at an actual vet office.
3) decide what to do from there, give to shelter or keep and hope for best
4) take to shelter or take home (depending on what you choose)
5) if you take home, follow instructions from vet on how to feed and everything.
but you have got to get them to a vet. we had the same problem with our cat a few years ago, he ran away for about 2 weeks and came back and hadn't eaten in a looong time, and couldn't keep down solid food so we took him to the vet and they said bottle feeding, which was alot of fun for a 17 year old cat

well either bring the cats to the shelter/vet and leave them there or be like many other people, bring them in but don't tell anyone, do you have any clue how many people do that?!? either way you have to do something for the cats!

Work on getting food in them first!
When I was young, we found a bunch of kitties that were stuck in a wall in our apartment's parking garage. We gave them baths (this would help the dirt get out of their mouths), and heated up milk (make it WARM, not hot), and fed it to them. You'll probably need to hand feed them, so if you have anything like a syringe you can slowly squirt the milk in their mouth with, use that. Otherwise, try your luck (and patience!) with a spoon!
