i think you are saying you want something like a nav bar to stay in one place on every page of the site, would this be correct?

Well if I understood you correctly I'm pretty sure it's impossible with only CSS/HTML.

You have to use a server-side application.. such as PHP.
Just make it as a file and on each page use:

include()

if you're familiar.
