Seriously, this type of animation appears in all modern races around the world. It's just that Japanese animation tends to be over-exagerated, either by fast pace stuff, or by... um... animation that seems that the character is releasing continuously-growing pent-up energy.

You can see wierd animation in the U.S., too, just not always as fast-paced as Japanese animation. In the U.S., the trait is complete nonsense. Take, for example, the majority of episodes featuring "Ren and Stimpy" and "Spongebob Squarepants" and also a handful of the shows on Cartoon Network and Nickelodeon. Oh, and Homestar Runner too, which I like.

Australia is close to Asia, but the nearest same-speaking country is U.S. I would suspect something in between.

Britian I suspect the things you would see in Monty Phython movies.
