Making a beatmania type game.

Hi! I'm not to good with programming and all that but I wanna try to make my own game kinda like beatmania. Does anybody know of any "easy to use" programs I can use to make this? (Maybe Flash MX?). Thanks very much.

C++ would be hard to create a UI and all if you have never programmed before.

I'm thinking of making it on flash, and then somehow going to get BMS files to run in the game. I don't know how on earth to do that though, nor do I know how to create a BMS file. Also I kinda plan to make it like FFR (like everything is already laid out for you, and there's no title screen and stuff.) That's to make it simpler in my opinion.
