phpBB and its offspring are all free, as are YaBB boards, but they require a cgi-bin (and typically, mySQL databases) to function correctly. This requires your own server space with those particular special permissions.
It also requires the knowledge to manipulate them. Forgive me for saying so, but I don't believe you know PHP or how to work with a mySQL database.
EDIT: Check that, sorry, I wasn't thinking straight.
phpBB does not require mySQL or cgi-bin, but it does require a through knowledge of PHP and your own serverspace.You fail.Comment

php & playing with MySQL isnt really that hard to learn if you have some basic understanding of programming. i mean, it took me like 5 minutes to learn the basics (enough to convert a whole site into php) out of some book i bought for $10. im actually planning to put phpbb forums on the website in my sig eventually
