A summary for the lazy people: The Congress proposed some wierd new law concerning "orphan works", or things on the Internet without a defined author. If after a search, the author cannot be found, the user gets an "almost free license" to the work. And, of course, the kicker is that if it isn't being used commercially and the author finds it being used by someone else "and the infringer ceases the infringement expeditiously after receiving notice of the claim for infringement, no award of monetary relief shall be made."
Hopefully this won't make it through Congress. Not much to say except: total BS.
I wonder if older works would be grandfathered in, that is, assuming this law actually passes.
