For a general question such as this, you should use the Newbie forum.
Still, I have no idea what you're talking about. Applications for the chat to do what? Moderate?
EDIT: Oh, just got informed. To my understanding, you now must fill out an application to show that you are worthy of using the chat, as we want to reduce the number of people who enter just to enter smilies like crazy and get kicked, then come back wondering what they did wrong. -
