Modern Art is only art if the artist is actually informed about art (art history, techniques, etc.) Some random dipshit who splatters paint on a canvas isn't making "Modern art" or "expressing themselves", they're throwing paint shittily on a canvas. The modern artists that have work in museums have actually studied art and choose to paint that way because that's the way they want to.

I think that for abstract/modern art to be at its most effective, it needs:
a) a message
b) a way to clearly and strongly convey that message.
This is why Picasso's Guernica is art. It clearly and strongly conveys its message.
However, a can of paint thrown at a canvas does not clearly or strongly convey any message. Similarly, in my local art museum there's a big black board on the ground that's supposedly art. It's just a huge flat board on the ground and it's painted black. If there weren't a little sign next to it you wouldn't even realize it's a piece of art.
