You have to remember that this is during peak hours. Click on the "Stats" Link on the left to see when the peak hours are.

The chat works on what I like to call a "timed gate system". When the chat isn't full, the gate is open, letting people in. When the chat fills up, the gate closes to stop other people from coming in. If a person leaves though, the gate doesn't open. It is on a timer. Once the gate closes, it will not check to see if it needs to open for a good 10 to 20 minutes. When the time is up, the system checks to see if the chat is still full. If it is not full, the gate opens until it hits full again, and you have to wait another 10 to 20 minutes.

So actually, the chat could fill, and then the gate could close, and everyone could leave, and you would have an empty chat, with everyone locked out for a while, until the chat timer runs out. Only then would it unlock.
