This is a website that basically entices people to join by not doing anything. It's kinda like leading someone into talking by not talking (see: Rush Hour).
People like Izzi will join just to see what it's like and will try it out for themselves. Many will like it. They will gain a following. Thus, the cult comment.
There, explained? Maybe if you folks looked on Aussie websites, you'd understand...

Squeek explained it pretty much. They draw interest by being ambiguous and distant. It has exactly the effect of a cult, and people are inticed by their appearance of power and secret knowlege. It's likely bull, without any purpose. They probably just keep sending you ambiguous messages like "Soon you will be needed for a task..." for as long as you care to correspond. That can't be all their is to it though. I'm trying to think of what kind of purpose they could have in paying for the billboard and all. I certainly hope it doesn't end in them trying to con members for some sort of payment.
Well...I'll have to check those out when I get home. As for now, I e-mailed them asking directly what it was. I got this response.
Neurocam is a process of unveiling. Understanding is achieved
through experience. Operatives are invited to participate in
assignments designed to facilitate this process. Neurocam is not a
marketing ploy, nor does it have any political, religious or
corporate affiliations. Beyond this, the onus is on the operative to
either achieve understanding or to pursue whatever investigative
trajectories they deem appropriate. Be warned, however, that the
latter invariably leads to mystification and frustration.

I have to say, they're good at keeping things hidden, AND playing on human nature's tendency to wonder about such things. All I can say is try not to get involved...As interested as I am, it still seems shady to me.
